EMS Waybill Instructions

In order to simplify the visa mailing system and improve our customer service, the Consulate will deliver visas to approved applicants by using EMS’ Cash-on-Delivery service.  Applicants will pay the delivery fee after they receive their visas.  Using EMS’ COD service will allow us to deliver your visa quickly and conveniently.  Most importantly, the U.S. Consulate can now deliver visas to 268 cities throughout all of China.

Applicants will receive a blank EMS waybill when paying the visa fee at CITIC Bank in Guangdong, Guangxi and Fujian provinces.  This EMS waybill has been specially designed for use by the U.S. Consulate General Guangzhou – applicants must use this waybill.*  Applicants must complete this EMS waybill before arriving at the Consulate for their visa interview.  Applicants must bring the completed EMS waybill to the interview, along with other required documents described in detail on the main Application Procedures webpage. 

  

Where to get the EMS Waybill:

EMS waybills are provided free of charge from CITIC Banks in Guangdong, Guangxi and Fujian provinces and the US Consulate in Guangzhou.  Click here for a detailed list of the CITIC branches that distribute EMS waybills. 

 

How to fill out the EMS waybill:

EMS currently provides Cash-on-Delivery service to 268 cities throughout all of China.  When filling out the EMS waybill, applicants must choose a COD city as the mailing address.*  An example of the EMS waybill and a searchable list of eligible COD cities are provided below for your reference.

Conditions:

  1. One passport per package
  2. All packages are insured for a replacement value of RMB900
  3. The standard mailing fee listed above covers packages weighing 500 grams or less, which is the vast majority of NIV packages. Overweight packages are subject to an additional surcharge for each additional 500 grams.

* If you are truly unable to choose a COD city for your mailing address, please tell the Consulate staff on the interview date.  We will make arrangements for you to pre-pay the visa delivery fee, which will allow you to choose any address in China for your mailing address.   Please note that these cumbersome procedures only apply to applicants who do not use the established COD system described above.
