LOST OR STOLEN PASSPORTS

If your passport is lost or stolen in China, you must complete the following process:

Step 1: Obtain a "Statement of Loss of Passport" from the Chinese Public Security Bureau (PSB) in the city in which the loss/theft occurred

The loss or theft of a US passport must first be reported to the Police Station closest to where the loss/theft occurred. A receipt will be issued by the Police Station. The loss or theft of a U.S. passport must then be reported to the city Public Security Bureau (PSB). The PSB will then provide you a "Statement of Loss of Passport" based on the receipt issued by the Police Station. (Each city's PSB has a special section to deal with foreigners whom you can contact.) In Guangzhou this office is located at 155 Jiefang Road South (Jiefang Nan Lu). The telephone number is 020-8311-5895. English-speaking personnel are available during their office hours of 8:15 - 11:30 a.m. and 2:30 - 5:00 p.m., Monday to Friday, and Saturday 9:00 am – 11:30 am. In other cities, applications should be made to the main PSB offices (the city level police).  Please see the attached contact information on the main PSB offices in other cities within our consular district.

Please note: You should report your lost or stolen passport immediately.  A delay in reporting the loss or theft of a passport to the PSB can result in a delay in the issuance of a replacement visa by the PSB.

Step 2: Apply for a replacement passport at the nearest U.S. Embassy or Consulate

To apply for a replacement passport, you must provide the following:

  1. "Statement of Loss of Passport" from the PSB in the city where the passport was lost/stolen (see Step 1)
  2. Two (2) recent passport photographs (2" x 2"  = 5 x 5 cm). They must show a full frontal view (without head covering) and light background.
  3. Completed passport application form (DS-11) and Statement Regarding Lost or Stolen Passport form (DS-64). Forms are available for printing at www.travel.state.gov or at any U.S. Embassy or Consulate.
  4. Satisfactory evidence of US citizenship. Applicants have the burden of proving that they are citizens of the United States and a passport will not be issued until evidence satisfactory to the consular officer has been provided establishing this citizenship. This could consist of:
    • The original or a certified copy of your birth certificate
    • If naturalized, your Certificate of Naturalization
  5. Required fees totaling US$97.00 (or the equivalent cost in RMB), or US$82.00 for those under 16 years of age.

Effective April 8, 2002, all passport applications must be forwarded to a domestic U.S. passport facility for issuance and it currently takes about two weeks for the new passport to arrive at the Consulate. We will issue limited-validity passports in emergency cases. Emergency passports cannot be extended, but can be exchanged for full validity passports, at no additional cost, through passport facilities in the U.S. or U.S. Embassies and Consulates abroad.

The American Citizen Services unit of the U.S. Consulate General in Guangzhou [Tel: (86-20) 8518-7605, Fax: (86-20) 3884-4410] is open Monday through Friday, 9:00am-11:30am and 1:30pm-3:00pm. The Consulate is closed on Saturdays and Sundays and on American and local holidays. Passports are not issued on Saturdays, Sundays, and American and Chinese Holidays. For hours of other U.S. Consulates in China, please contact the particular Consulate directly.

Step 3: Obtain a Chinese visa from the city level PSB.  (This is required, without exception, to remain in China and to leave China.)

Bearers of a new passport must apply for a new Chinese visa as soon as possible at the PSB (see Step 1) in order to continue to stay in China or to leave China.  Normal processing time for an Exit Visa varies from 3 to 5 working days in different PSB offices. No fee will be charged for an expedited visa. However, evidence showing the emergency situation should be presented at the time of application.
