The Public Affairs Section

The Public Affairs Section (PAS) handles public affairs requests and manages the U.S. government's official information for the U.S. Consulate General Guangzhou. It is the official voice of the United States in South China. The PAS prepares and distributes press releases and backgrounders on American policy, organizes press conferences and other media events, and provides timely and useful information to local media.

The PAS administers all aspects of "public diplomacy" activities in the consular district for the U.S. government. It disseminates print and electronic media products and carries out cultural and educational exchange programs in Guangdong, Guangxi, Fujian and Hainan to serve U.S. national interest and strengthen and develop U.S. - China relations. The PAS enunciates and explains U.S. policies, while presenting American society in all its complexity so that others can understand the context of U.S. actions. The PAS creates, promotes and coordinates informational, educational and cultural exchange programs which improve relations and increase understanding between the peoples of China and the United States. These activities include the Fulbright and Humphrey Fellowship Programs, the International Visitor Program, the American Speakers Program, the American Studies Program, Small Grants for Human Rights and Democracy, American Embassy TV Broadcast Service and Co-production Project, Digital Video Conferences, and International Partnership Among Museums.

The IRC currently houses some 40 American periodicals and a reference collection on American education and study of the U. S. It also has several workstations allowing researchers access to the Internet and the IRC's collection of reference CD-ROMs. It also provides Research/Reference Service, Electronic Bulletins and other services to Chinese audiences.

Hours of Operation: Monday to Friday, 09:00 - 12:00 am, 01:00 - 05:00 pm. (We are closed on American and Chinese holidays.)

  • Digital Video Conferences

    DVCs between Chinese scholars, administrators, lawyers, and managers and American colleagues allow flexible and detailed face-to-face communication on issues of mutual concern.

  • Weekly Forum

    Time: Every Thursday afternoon from 3:30 pm to 5:00 pm (With exceptions of Chinese and American public holidays.)

    Place: Multi-function Room, the Public Affairs Section.
