Welcome to the U.S. Citizen Services Unit!
American Citizen Services operates by appointment only for all routine services. But no appointment is required for a true emergency, such as if you have had your passport stolen and have an urgent need to travel outside of China. Appointments are not needed to apply for Report of Death.
Routine services by appointment include:

applying for a Consular Report of Birth Abroad (CRBA) and first U.S. passport for your child or returning to submit additional documents the Consulate has requested for a pending CRBA application
Public Walk-in Hours: Monday – Friday, 8:30 am – 11:30 am, 1:00 pm – 3:00 pm (Except American and local holidays)
It is possible to have several services during the same visit to the Consulate. Please make a separate appointment for each individual service.
Scheduled appointments will be automatically cancelled for applicants who arrive more than fifteen minutes after their scheduled time. Applicants who arrive late will be required to make a new appointment via our website. Please plan accordingly, and arrive at the Consulate at least fifteen minutes before your appointment time to go through security and enter the waiting room.

No appointments are necessary to register to vote, pick up new passports which have already been mailed to the Consulate, to pick up Social Security checks or ask questions about Social Security benefits, or to submit additional documents which the Consulate has requested for a passport application.

To report emergencies involving a U.S. citizen, such as a serious medical issue, death, or arrest, please contact the American Citizen Services unit at: (020) 8518-7605 from within China or (011-8620) 8518-7605 from the U.S.
Our office is open on regular business days from 8:00a.m. to 5:00p.m. China time. After regular business hours, your call will be routed to an operator who will assist you in reaching our Emergency After Hours Duty Officer. If you experience any difficulty in reaching the operator after hours, please call (010) 8531-4000 from within China or (011-8610) 8531-4000 from the U.S.
IMPORTANT NOTE: The American Citizen Services unit cannot answer questions concerning visas.
